if it fails, just delete the installation directory. Then open registry editor (exectue regedit), go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\sptd and change Start value to 4 (i.e. disabled), then reboot.
After reboot open registry editor again, right-click on sptd/cfg key, select Permissions, and enable all permissions of cfg key, then delete entire sptd key, and reboot again.
Then re-install SPTD layer, and after required reboot re-install
